Updated strategy and financial objectives for 2026-2028

Digia published a new strategy on 5 February 2026, with three quantified objectives for 2026 to 2028. Two of them are already contradicted by the company's own half-year report of 6 August 2026. Net sales grew 2.9% in January to June 2026 against a target of more than 10% a year on average, and organic growth in the second quarter was -3.3%. The EBITA margin was 5.8% against a target above 12% by the end of the period, and the same report puts full-year 2025 at 9.8% and 2024 at 10.3%, so the margin is falling while the target it has to reach rises. Four assumptions hold, among them the recurring service base at 49.5% of second-quarter net sales and the international share at 21.4%, up from 14.6% a year earlier. Six cannot be decided on dated evidence, and two of those are claims about market growth: the pages reporting European AI and security market growth state no publication date, so they carry no verdict here.

§ 01 · How this was made

01

The document, as published

We read only what the organisation published itself, at the address above. Nothing is inferred about its private intentions.

02

Assumptions, in its own words

Each assumption is a belief the plan needs to be true, quoted back to the sentence it came from. Goals and values are not assumptions.

03

Two searches each

One search for what the record says, one aimed at finding the contradiction. The verdict follows the sources, and the sources are listed.

Draft · machine-written, unsigned. No person at Digia Plc has been asked to sign any verdict here, and none of it is a decision. In the paid product a named human signs or rejects every break, which is what makes the record defensible. This audit is the method shown in public on a document anyone can check.

§ 02Broken · 2
  1. Assumption 02Broken

Digia can grow net sales at an annual average of more than 10 percent over 2026–2028.

    Stated in the document as
“Net sales growth: an annual average of more than 10 percent, including organic and inorganic growth”
    What rests on it
The primary financial target; failure invalidates the growth and international expansion plan.

Verdict · Broken · draft, unsigned

The assumption asserts annual average net sales growth of more than 10 percent over 2026–2028. Digia's own half-year report dated 6 August 2026 shows net sales grew 2.9 percent in H1 2026 year-on-year, and the same report's full-year 2025 column shows 5.5 percent growth for 2025, the first year of the strategy period. Both figures measure the same quantity — Digia's consolidated net sales growth — in the same unit and on the same scope. At 2.9 percent in the first half of the opening strategy year, the company would need sustained double-digit growth in every remaining half to reach a three-year average above 10 percent, and the direction of travel is moving away from that, not towards it.

  2. Assumption 03Broken

Digia can achieve an EBITA margin above 12 percent of net sales by end of 2028.

    Stated in the document as
“EBITA margin: more than 12 percent of net sales at the end of the strategy period”
    What rests on it
The profitability target; failure undermines the 'profitable growth' positioning and acquisition capacity.

Verdict · Broken · draft, unsigned

Digia's own half-year report for January–June 2026, published 6 August 2026, records an EBITA margin of 5.8 percent of net sales, against a strategy-period target of more than 12 percent. The same report shows full-year 2025 came in at 9.8 percent, itself below the 10.3 percent recorded in 2024. The margin has fallen in each successive period and now sits more than 6 percentage points below the target, with roughly two and a half years of the strategy period remaining. A target is broken when the latest reported figure is moving away from it and the distance is too large for the remaining time plausibly to close; both conditions apply here.

§ 03Unresolved · 6
  1. Assumption 01Unresolved

Demand for AI-integrated IT services in Finland and Europe is growing over the 2026–2028 period.

    Stated in the document as
“Digitalization is currently undergoing a major shift toward the comprehensive harnessing of artificial intelligence.”
    What rests on it
The entire strategy rests on AI-driven demand growth justifying 10% annual net sales growth.

Verdict · Unresolved · draft, unsigned

The only dated source is Digia's own half-year report of 6 August 2026, which names AI implementations in security, pension insurance and healthcare. That is Digia's activity, not evidence about demand across Finland and Europe. The market-growth pages found for this assumption state no publication date, so they carry no verdict.

  2. Assumption 05Unresolved

Suitable acquisition targets in European AI and data services are available at acceptable valuations during 2026–2028.

    Stated in the document as
“Acquisitions are part of our strategy execution.”
    What rests on it
Inorganic growth is included in the 10% annual growth target; no acquisitions means organic growth must compensate.

Verdict · Unresolved · draft, unsigned

What the sources report is intent: Digia's H1 2026 report restates the acquisition strategy but records no completed acquisition in 2026. The market sources on European M&A conditions and valuations carry no publication date and cannot decide the verdict. No dated source reports an outcome — a completed deal, a valuation level, or a documented absence of targets — that bears on whether suitable targets are available at acceptable valuations during 2026–2028.

  3. Assumption 08Unresolved

Digia can recruit and retain sufficient skilled personnel to support growth and AI capability renewal.

    Stated in the document as
“Expertise: Skilled personnel, a modern workplace community, a culture of learning, and a partner ecosystem.”
    What rests on it
Expertise is listed as the first cornerstone; talent shortfall would constrain delivery and growth.

Verdict · Unresolved · draft, unsigned

The H1 2026 report records a deliberate headcount reduction of 5.5 percent through restructuring, not a recruitment or retention failure; no source reports whether remaining or recruited personnel are sufficient for growth and AI renewal.

  4. Assumption 09Unresolved

Digia's data, AI, integration and API offerings are sufficiently differentiated to win European customers outside Finland.

    Stated in the document as
“We are expanding into Europe with the data, AI, integration, and API solutions that lie at the heart of intelligent business.”
    What rests on it
The 30% international revenue target depends on competitive differentiation in European markets.

Verdict · Unresolved · draft, unsigned

What the own record reports is revenue share and organic growth in East Central Europe, which are outcomes of sales activity but not evidence of competitive differentiation against European peers. The assumption asserts that Digia's offerings are sufficiently differentiated to win European customers; the record shows only that some international revenue exists, not why customers chose Digia over alternatives. That is intent dressed as result: the strategy names the offerings, the financials show a rising share, but no source reports win rates, customer decisions, or a comparison against European competitors. The result is not yet in the record.

  5. Assumption 10Unresolved

AI will be embedded into enterprise and public administration workflows as a standard component within the 2026–2028 timeframe.

    Stated in the document as
“During this transition, AI will be embedded into every service and process to become part of daily workflow.”
    What rests on it
The entire service portfolio pivot to AI-driven solutions assumes customer adoption at pace.

Verdict · Unresolved · draft, unsigned

What the sources report is intent and early activity: Digia implementing AI in selected engagements and stating a strategy goal, not a measured outcome showing AI embedded as a standard workflow component across enterprise and public administration. EU adoption figures bear on a different assumption about market-wide penetration, not this organisation's specific claim.

  6. Assumption 12Unresolved

The market for security-critical and defence IT solutions in Europe is growing and accessible to Digia.

    Stated in the document as
“Capability to deliver security-critical solutions and extensive, demanding projects internationally.”
    What rests on it
International expansion partly relies on security-critical sector as a differentiator and revenue source.

Verdict · Unresolved · draft, unsigned

The assumption states two things: that the market is growing, and that it is accessible to Digia. The dated evidence reaches only the second. Digia's half-year report of 6 August 2026 records membership of the Defence Innovation Network Finland and AI work for security clients. The pages reporting European security-market growth state no publication date, so the first half is undecided.

§ 04Holds · 4
  1. Assumption 04Holds

Digia can generate 30 percent of net sales from outside Finland by end of 2028.

    Stated in the document as
“30 percent of net sales are generated outside Finland at the end of the strategy period”
    What rests on it
The international expansion objective; failure invalidates the European partner positioning and related investment.

Verdict · Holds · draft, unsigned

International operations reached 21.4 percent of net sales in Q2 2026, up from 14.6 percent in Q2 2025. Direction of travel is toward the 30 percent end-2028 target, with two years remaining and roughly 9 percentage points still to close.

    Evidence trail · 1 source

  2. Assumption 06Holds

Digia's financial position is sufficient to fund acquisitions alongside organic investment during 2026–2028.

    Stated in the document as
“A strong financial position: Solid track record, financial stability, and the resources to make acquisitions.”
    What rests on it
Acquisition-led growth component of the 10% target depends on available capital.

Verdict · Holds · draft, unsigned

The H1 2026 report shows net gearing of 23.4% and equity ratio of 48.5%, with interest-bearing net debt falling to EUR 21.2 million. These figures indicate a conservatively leveraged balance sheet with meaningful headroom for acquisition financing.

  3. Assumption 07Holds

Public sector customers in Finland and Europe will continue to procure AI and digital services from private IT firms.

    Stated in the document as
“Our target customers operate in both the public and private sectors.”
    What rests on it
Public sector revenue underpins the resilient business model and continuous services share.

Verdict · Holds · draft, unsigned

Digia's H1 2026 report names contracts with public-sector bodies including a four-year Digivisio 2030 extension (EUR 4–6 million) and a Fingrid data-platform contract (EUR 2.1 million), confirming ongoing public-sector procurement of digital services. Net sales grew 2.9 percent in January–June 2026, with service and maintenance at 49.5 percent of net sales, consistent with continued public-sector demand.

    Evidence trail · 2 sources

  4. Assumption 11Holds

Digia's existing deep customer relationships provide a stable base of recurring continuous service revenue during the strategy period.

    Stated in the document as
“A significant share of the continuous service business.”
    What rests on it
Revenue predictability and EBITA margin stability depend on continuous service contract retention.

Verdict · Holds · draft, unsigned

The H1 2026 report shows service and maintenance business at 49.5 percent of net sales in Q2 2026, stable against 49.2 percent in Q2 2025, confirming a near-50 percent recurring revenue base.
